What is an ISSA license
An international standard accepted at most sailing destinations worldwide עבור סירה או Yacht up to 24 m
ISSA (International Sailing Schools Association) is an international skipper-certification body founded in 1968 in London. It sets uniform training standards, oversees its member schools, and issues sailing licenses recognized by most sailing clubs and charter companies worldwide.
The international license lets you charter a yacht and sail independently at almost any charter destination in the world — and it conforms to the ICC international standard. For beginner skippers, when the trip is planned in advance with a recognized charter company, it's the perfect starting point.

From international to the Israeli license

For yachts → Israeli M30
After the international one, obtaining the Israeli M30 (yacht up to 24 m) requires only 2 theory exams and a practical exam.

Requirements & training
What you need to start
🎂Age 16 and up.
⛵Prior experience of at least one sea voyage.
📻VHF/SRC radio certification.
🩺A signed medical examination form (eye test and general check-up).
📚Theory and practice: navigation, rules of the road at sea, safety, distress situations and operating the vessel.
🌊Practical training on a yacht at sea — mastering the sail, engine, navigation and mooring.

What is ISSA?+

Which yacht can you operate with the license?+
The Inshore Skipper level allows operating a yacht up to 24 m in the coastal area (up to 20 miles from shore), during daytime, in moderate weather.
Is the license valid in Israel?+
The international license is for sailing abroad. To sail in Israel you take a short conversion course to the Israeli license (M30 for a yacht, or Levels A+B for boats) per Ministry of Transport guidelines.
How do 12 and 13 relate to Levels A and B?+
These are the same licenses: M12 = Level A, M13 = Level B. The international training covers them, so the Israeli license is granted via a shortened process.
When does the license expire?+
ISSA certificates have no expiry date.
In which countries is the licence recognised?+
The ISSA certificate is recognised in more than 100 countries, by most sailing clubs and charter companies — including Greece, Croatia, Italy, Spain, France, Turkey and Thailand.
How do I charter a yacht abroad with the licence?+
You send the charter company your ISSA certificate and usually a short sailing CV. Check the specific destination's requirements in advance — some countries also require a VHF radio certificate.
